Tachograph rules are the quiet revolution that just rewired how light freight moves across every EU border, and the numbers show most operators were not ready.
What the new rules actually require
From 1 July 2026, light commercial vehicles between 2.5 tonnes and 3.5 tonnes engaged in international transport for hire or reward must have a tachograph installed. This is a direct result of the EU Mobility Package. The regulation forms part of EU Mobility Package I, adopted in 2020, with the aim to improve working conditions for drivers in freight transport, strengthen fair competition within the European logistics industry, and increase road safety.
Vans with a gross vehicle weight of 2.5 to 3.5 tonnes used for international goods transport must now use second-generation smart tachographs, known as G2V2. Their drivers also become subject to the same working time regulations as truck drivers. This is the key shift: a segment that operated with minimal recording obligations now enters the same compliance framework as heavy goods vehicles.
It is not the vehicle class itself that determines the obligation, but rather the commercial purpose and type of transport. Although the new EU rules extend tachograph requirements to vehicles above 2.5 tonnes used in international commercial transport, there are specific exceptions. According to Regulation (EC) No. 561/2006, Article 3(ha), the drivers’ hours and tachograph rules do not apply to certain vehicles with a maximum permissible mass between 2.5 and 3.5 tonnes if the transport is not for hire or reward and the company is transporting its own tools, equipment, or materials needed for work.
What smart technology the G2V2 device delivers
The second-version smart tachograph comes with several new key features, including automatic recording of border crossings, the recording of loading and unloading operations, improved capability for software updates, and greater anti-tampering resistance. These features make enforcement faster and more precise across all EU corridors.
The G2V2 uses the European Galileo satellite system with OSNMA authentication to verify position data and automatically detect international border crossings without driver input. It also includes a DSRC wireless module that allows roadside enforcement officers to conduct remote compliance checks without stopping the vehicle. Data is stored on a chip in the device and on the driver’s personal tachograph card, and both must be downloaded regularly by the operator.
Light commercial vehicles must be retrofitted with a second-version smart tachograph by 1 July 2026 at the latest. Installation may only be carried out by certified specialist workshops, which also initially calibrate the system and equip it with a company lock to ensure data integrity. Companies are required to regularly download driver and vehicle data from the tachograph and store it in a suitable archiving system for at least 12 months.

Alongside the hardware, drivers must now manage strict driving and rest limits, including a maximum of 9 daily driving hours and a mandatory 45-minute break after every 4.5 hours of cumulative driving. Van drivers in scope must comply with the same EU driving time rules as HGV drivers.
Light commercial vehicles must also respect both EU driving and rest time rules and the Lex specialis on the posting of drivers, which is a novelty for this segment. Cross-border operations, including cabotage and cross-trade, may trigger the application of rules on posted drivers. This requires additional administrative steps, including registration on the EU road transport posting declaration portal and compliance checks.
For many operators, vans have provided a high level of flexibility compared to heavier commercial vehicles. The introduction of tachograph requirements reduces that flexibility and introduces more structured operational constraints. Route planning, driver scheduling, and data management must all adapt to this new reality.

The data on preparation levels is alarming. An IRU survey published in May 2026 found that only 27.7% of operators report being ready for the deadline, while 88% of the affected fleet still requires a tachograph to be installed. The main challenges are not ignorance of the rules but limited workshop capacity, high installation costs, and technical compatibility constraints. Operators who delay now face a scenario where certified workshops are fully booked, device supply is constrained, and enforcement is already active at key corridors including the Germany-Poland and Netherlands-Germany routes. Even when drivers follow driving and rest-time limits, unclear or fragmented records can still result in fines.
